Throughout its history, Haiti has experienced many challenges, from political turmoil and lack of economic development to natural disasters and postcolonial exploitation. The country has struggled to build and sustain strong public systems, among them a health system with adequate staffing, supplies, and infrastructure to meet the needs of the most remote and marginalized communities. 


Haiti spends about US$83 annually on health care. There are 25 physicians and 11 nurses per 100,000 populations. Only one-fourth of births are attended by a skilled health professional. Most rural areas have no access to health care, making residents susceptible to otherwise treatable diseases. Haiti reports some of the world’s worst health indicators, which continue to inhibit the country’s development. More than 40 percent of the population lack access to essential health and nutrition services, and healthcare in Haiti has the highest rates of infant, under-five and maternal mortality in the Western Hemisphere.


ODEKA acts on the belief that the best way to guarantee high-quality, dignified care is to rely upon and invest in local health systems.

What does building a health system look like? It requires–among many things–well-trained staff; proper and ample medications and supplies; health facilities with reliable space, electricity, and running water; and universally shared best practices that ensure patients receive quality care. We work with government partners to reach these goals by accompanying them every step of the way, in solidarity through times of struggle and celebration.


We look at health system strengthening as a mix of five fundamental ingredients: staff, stuff, space, systems, and social support. Removing any one item would result in a weaker health system overall.
